The UNFCCC categorizes the parties as Annex I, Annex II and non-Annex 1. Annex II consists of industrialized countries with a special obligation to provide financial resources and facilitate transfers of environmentally friendly technologies to EIT Parties and developing countries, in order for them to fulfill their obligations under the UNFCCC and to help them adapt to the adverse impacts of climate change. Funding is mainly provided through the Conventions Financial Mechanism (see SCF). Annex II Parties include the 24 original OECD members plus the European Union. They can be considered as "the richest countries of the richest", which are expected to provide countries that are more vulnerable and less endowed with resources with financial assistance.
