Consultative Group of Experts on National Communications from Parties not included in Annex I to the Convention. A panel established in 1999 to improve the preparation of national communications (NCs) from developing countries through technical advice and support. NCs are an obligation of Parties to the UNFCCC (see national communication). The group consists of 24 members representing different regions, Parties to the UNFCCC and international organizations. It is they key panel for technical support to assist developing countries in meeting their reporting obligations.
