Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol. The Convention's supreme body is the COP, which serves as the meeting of the Parties to the Kyoto Protocol. This is reffered to as the CMP. All states that are Parties to the Kyoto Protocol are represented at the CMP, while states that are not parties can participate as observers. The sessions of the COP and the CMP are held during the same period to reduce costs and improve coordination between the Convention and the Protocol.  The CMP reviews the implementation of the Kyoto Protocol and takes decisions to promote its effective implementation.
