International consultation and analysis. A review process under the Subsidary Body for Implementation (SBI) that allows the international community to control emissions calculations and climate action plans of individual countries. The ICA process consists of two steps: the technical analysis of biennial update reports (BURs) submitted by developing countries (non-Annex 1 Parties), followed by a facilitative sharing of views in the form of a workshop open to all Parties. The process aims to enhance the transparency and accountability of information reported in BURs (concerning mitigation actions and their effects) by non-Annex I Parties. The technical analysis of BURs is conducted by a team of technical experts (TTE) and is initiated within six months of submission to the secretariat. The ICA process was triggered in December 2014, with the first submission of BURs.
