National adaptation programmes of action. Documents prepared by Least Developed Countries (LDCs) with the focus on identifying urgent and immediate needs for adapting to climate change. The needs prioritized are those for which further delay could increase vulnerability and/or lead to increased costs at a later stage. A good NAPA uses existing information, and is presented in a simple format that is easily understood by policy-level decision-makers and the public. The NAPA process includes, among other things, assessing the vulnerability to current climatic conditions and extreme weather events, identifying key adaptation measures and criteria for prioritizing activities, and selecting a short list of prioritized activities.
