National adaptation plans. At COP16 in Cancun, a process to enable Least Developed Countries (LDCs) to "formulate and implement national adaptation plans" as a way for them to plan and implement medium- and long-term adaptation needs was established. This process for NAPs builds on the experience of the LDCs with addressing their short-term “urgent and immediate adaptation needs” through NAPAs (see NAPAs). While NAPAs have been prepared and implemented only by LDCs, other developing countries have been invitied to use the modalities to helpformulate their NAPs. The objectives of the NAPs process were defined at COP17 in Durban. A critical one is to facilitate the integration of climate change adaptation into development policies and activities.
