Quantified Emissions Limitation and Reduction Commitments. Refers to the legally binding targets and timetables in Annex B of the Kyoto Protocol for limiting or reducing greenhouse gas (GHG) emissions by developed countries. The obligation to make efforts to achieve these commitments is found in article 3 of the Kyoto Protocol. QELROs represent the overall emissions target for each country in the first commitment period (i.e. 2008-2012), and is expressed as a percentage of the 1990-level. Most countries are required to achieve a target of less than 100% of 1990 emissions, except for Australia, Iceland, New Zealand, Norway, the Russian Federation and the Ukraine.
